The Public Interest Charter is a Layer-1 document. It explains why Map.ca exists as community infrastructure rather than as a growth-driven app: accessibility, local business support, civic usefulness, affordability, and public benefit are non-negotiable design constraints, not marketing language.
It applies to every member of the Map.ca team, every partner, every ambassador, and every product decision. Where this Charter conflicts with a commercial pressure, the Charter wins under the Policy First Rule.
Requirements
- Test every major decision against accessibility, local business support, civic usefulness, affordability, and public benefit.
- Document Charter alignment in the Policy Impact Review.
Prohibitions
- Do not justify a product decision by growth alone.
- Do not let the Charter become marketing language disconnected from delivery.
